Question What's Broken? - 15-20FPS w/GTX 1080ti & i7-6700k

Could use some help with trying to figure out what's broken here. I'm getting 15-20 FPS on a range of games at minimum graphics settings - Battlefield 5, Apex, Minecraft, Mordhau, Insurgency, Fallout 4, etc.

Right now I'm wondering if it's my PSU, GPU, or if my router just needs to be replaced (AC Nighthawk) but could use some recommendations on how best to test or determine that or happy to take best guesses at what's up.

I've tried rebuilding it several times, cleaning it out, doing full wipes and reinstalling drivers, and to no success so far. So that leads to believe it's a faulty part.

GPU: EVGA GTX 1080ti
CPU: Intel i7-6700K
MOBO: MSI Z170A
 
Is your monitor plugged directly into the 1080 Ti? If it's plugged into the motherboard, then you are running on integrated graphics.

If that's not the case, check you CPU and graphics card temperatures to verify that something isn't overheating. The pump in an all-in-one cooler can fail, for example.

The monitor is plugged into the 1080ti and not the MOBO. What would be a good threshold to know if the GPU and CPU are overheating? Past what temp would you go, "Yeah, that cooler's busted."?
