What's holding my PC back (Lowish FPS)

So I am having quite low FPS compared to a few friends who have similar systems

Oh I'm using fornite as a base for fps

Specs:
Motherboard: P8Z68-M PRO
GPU: GT 1030
CPU: i5-2400 3.1GHZ
Ram: DDR3 12GB
OS: Windows 10 (latest version)


I get 180 fps before i join a game
120fps pre game
80fps in game but thats a max and normally get 60-70 with it dropping to 40 sometimes
CPU sits at 90% and maxes quite often, would that be what's holding my back?

The GT 1030 isn't a gaming card. Sure, it runs games, but it wasn't made for gaming.

The CPU should never be at 100%. Whenever that happens, you will have FPS drops.

I say you're limited by the CPU and GPU.
