What's mean LED light on motherboard?

Take picture from motherboard Z170 pro game

What's mean led lights? Is that problem with my CPU or dram ? And my monitor blank nothing happens.
I already changed positions ram but not yet replaced new ram for test. Pls help

its a ram problem for sure, try to use 1 ram stick and try all 4 slots.

After I test each Ram one by one my computer follow your advice then realize one stick is gone but I try to clean gold pin of Ram broken by use Arcticsilver Thermal Material Remover & Surface Purifier (also can use 100% alcohol cleaner) for remove dust or dirty sick around pin clean and then it's work properly.
