Question What's the difference between classic Windows user password and 'Set Power-On Password' in the BIOS ?

Do they have the same purpose?
No.
BIOS password is required, when you turn on your pc.
Windows password is required to log into windows.
Is one more secure than the other?
Not exactly.
BIOS password is quite easy to circumvent.
Local windows password also quite easy to change.

MS account password change would be more problematic.
Don't think it's possible to change it without access to the account or recovery email.
