Mine was bugged Celeron E3300 which lowered frequency, I stopped using it when it was dual core 1.8 GHz, with Intel GMA 3100, which was crap what shouldn't exist, it didn't even support 3D, with DDR2 4gb RAM on 667 MHz.

Actually for the time, they were quiet good, I remember getting F15 to work on it!!! The worst has to be an Olivetti laptop but cant remember the spec, goes back to the mid 90's...absolutely crawled and never did anything well. Eventually gave it to my Mom..who of course though it was amazing....For writing documents.
Hard to complain about my first systems (Amiga 500/AST 486 DX2-50) as I didn't know squat about computers at the time. Worst computer I ever purchased, however, was for my mother. MSI PC Wind Netbook 100. It was good enough when I bought and built it, but the 2GB RAM limitation killed it long before it's time as a general use system.

If you need to know, my lowest spec PC was my 1st PC: IBM XT.

Specs:
CPU: Intel 8088 @ 4.77 Mhz
RAM: 128 KB
HDD: Seagate ST-412 (10 MB)
PSU: 130W
GPU: none
FDD: 5.25"
ODD: none
OS: PC DOS 2.0
monitor: monochrome
mouse: none
speakers: none

Though, at that time, 25+ years ago, it was one of the best available. After IBM XT, following PCs i had were with better specs, e.g IBM AT, 286, 386, 486, Pentium I, Pentium II etc.

All I can remember is that it was a Compaq PC with a CPU - i486 SX @ 25MHz with 16mb ram and a 20GB HD, and I remember going to a Intel i486 dx2 66mhz ...God that was along time ago!!!!!

My actual first computer was a BBC Micro...loved it.

But what's the worst for time you had it? I'm NOW on that same Celeron and GMA, just imagine how bad is it using that crap in 2018...

Oh gosh, Celeron and your still using it!!!!

While IBM XT was lowest spec PC i had, it wasn't bad for me to use it.

Though, i think i get what your actual question is. You like to know the specs of a PC which anyone used and which was way outdated compared to the tech at that time.
If so, then in that sense, in 2011, i used a PC with following specs:

CPU: Pentium II @ 266 Mhz
SDRAM: 64MB
HDD 01: PATA (4.2GB)
HDD 02: PATA (6.3GB)
AGP: 3D 4MB
FDD: 3.5"
ODD: CD-ROM 48x
OS: Win 98 SE
Monitor: SVGA 17" CRT
KB: PS/2
Mouse: PS/2
Speakers: 2.0

Above PC was bought brand new in 1998 and i used it up to 2011. You could imagine using it in 2011 when the standard at that time for Intel was Clarkdale family of CPUs (Core i5 1st gen).
I still have that Pentium II PC in working conditions but i'm not using it anymore. In 2011, i bought my AMD build, full specs with pics in my sig.

Some Pentium4 on 478 socket, can't remember exactly, switched to one of first Athlons soon after. Just couldn't stand it. Otherwise for private use I did start with Timex Sinclair Z31 but that doesn't exactly count as PC.
First work PC was IBM model 5150 which was best at that time so no complaints.
