Question What's up with this

Like i said before I have Raspbian going but when i boot the raspberry Pi 3 B+ it does its loading and at then it ask me to login and hit Enter and then type "sudo raspi-confing. So I go through the configuration network setting and all of that and then Finish when does and pi@raspberrypi comes up below the configuration box. So I restarted the whole thing but takes me through the same steps. When i downloaded the raspbian on the computer, I used 7zip to extract the zip file to a disk image and used Etcher https://www.techspot.com/downloads/6931-etcher.html SO, do i need to try another writing tool. Hey, like i said, it boots and ask to login in and the type sudo raspi-config to configure my setting and that's all i get to. never got to the Raspbian desktop.
In other words, raspberry pi won't go to raspbian desktop
