Whats wrong with my CPU?

Ok, so i have beeen having this problem with lag spikes for awhile now, so i downloaded something to see what was happening, my temps are fine and the game will run with the cpu at 100%, then every core in the cpu dips down to 1.2gz, I know i dont have the best Cpu but games are unplayable cause of this shit, please help

AMD FX(tm)-4100 Quad-Core Processor (4 CPUs), ~3.6GHz
8192MB RAM
AMD Radeon HD 7850

I think the MB maybe throttle your CPU, because the MB maybe overheat caused by the cpu 100% usage. What is your MB?
