Question WHEA id event 19 error

Hi, after two months of not touching my PC I started to notice drops in fps in gaming, doing stress tests with OCCT detected the WHEA error. However, the PC does not crash even in games or under stress. I have no overclock or xmp active, already updated bios and changed psu. For the ram, I ran memtest86+ but for only one cycle.
Hwinfo show "CPU Cache L1 Errors".

Please help me for two days I've been running tests and reassembling the PC but I haven't solved anything. I want to understand the faulty part in order to change it.

My spec :
CPU : i7 9700k
GPU: 2080 ti msi
RAM : corsair vengeance lpx 2x16 3600 cl18
PSU: seasonic focus plus gold 750w ( i tried using my friend's corsair rm750x white 2018 but nothing changed )
MOBO: MPG Z390 GAMING PLUS (MSI)
 
The intel have a tool called

Intel® Processor Diagnostic Tool​

you can use that to if have a problem or not.
I have at least one XEON that gives some kind of error. I have clean the cpu pads with a small paper and reseat it. And become working again. (That is the Ultimate Option).

I passed the intel test without any errors. Do I still have to clean the cpu pads?
