When am restarting my PC display is not coming,

My pc config:
Intel i5 3450, win 7 64bit
2TB Harddisk
16 DDR3 1866MHZ Ram
Gigabyte Z773 Motherboard
Ati Readon R240 4gb ddr3 Graphics card,

Whenever am restating my system, the display is not coming but my cpu is running fine, so i have to remove the power cable and i h ave to start freshly.
can anyone help me

Could be a failing power supply or video card. Check for newer motherboard drivers and BIOS update if there are any. If that does not help, try the system with onboard video only with the Radeon card removed. If that does not help, try another known good power supply.
