Question When connecting ATX 12V power cable to the motherboard, it immediately powers off after start-up

I have a new ASUS Z790-P WIFI motherboard, new Intel Core i7-13700K CPU and Noctua NH-D9L cooler.

When the ATX 12V 8-pin is connected, the motherboard starts and immediately shuts down.
When it is not connected, then there is no immediate shut-down.

I've reinserted the RAM (2 X DDR5 32GB), but the problem persists.

I also note that the motherboard also shuts down when ATX 12V is not connected and the CPU has been removed.

I've also checked the voltage across the pins and it shows 4 X 12V so no problems there. The PSU has worked well for years with a previous motherboard.

I've tried starting with all the drives removed, I've also reset CMOS, but no luck.

Help please 🥺

Is this more likely to be a motherboard problem or a CPU issue?
