[SOLVED] When do you count CPU usage?

It's a bit of a vague question but what I really mean is when counting CPU usage are you supposed to be counting it with all background processes closed? I ask this because I was comparing my isdle CPU usage at around 20% idle and got a bit scared however, I realised that I probably shouldn't be counting it with discord open at the time. The reason I forgot about this is because I have discord open almost all of the time so it wasn't anything strange to me.

I just want to confirm that people talk about idle CPU usage while everything is closed down.

You would 'count' your CPU usage in any scenario you want to consider?

You could look at it at "idle", but doesn't really tell you much.
Where it would matter, is once your system is loaded up doing everything you want it to - are you pegged at 100%? If you're not, then there's nothing to worry about.
