When dragging windows, why does it look weird?

Start, type performance and click "Adjust the appearance and performance of Windows," checkbox "Show window contents while dragging." Take a look at the other options there as well. Windows shouldn't have turned off this stuff unless you were having performance issues.

That is show windows content set to while dragging off for sure.

If you set adjust for best performance(or set it manually) that would cause it.

Wasn't having any performance issues.. weird..
