when i assigned my windows server 2012 R2 with a static ip network is down

When I assigned a static ip to my windows server 2012 R2.. all my network is slow and request time out.. it is also spike the pinging from 40ms to 400ms.. please help

Did you choose a static IP address outside the DHCP range and different from your default gateway? Did you ensure that there is only one DHCP server on the network (router and Windows server would be bad)?
