I just finished building my first pc and "reboot and select proper boot device" pops up. I cannot get into the bios.

Solution
It's usually one of F2, F10 or DEL to get into BIOS. However, if the PC is just built I'm assuming the HDD/SSD is also brand new, thus they don't have any operating system installed. Do you have a disc or USB with one, try putting that in and reboot and see what happens. You might also want to try hitting F12 to get into the boot-menu to select the proper device.

I am currently installing windows onto my usb, but the only way I got to the bios was by unplugging my ssd.

Plug it back in, then try mashing one of the "get-into-BIOS-buttons" as soon as you power the PC on, press them 2-3 times a second. Try it one button at a time.
... and make sure your keyboard is plugged in.

would I have to press fn if it is a f key of just the straight up key, because my keyboard has different functions for each f key.

Try both with and without the fn-key pressed, some BIOS have them enabled by default.
