When I try to download something it says "not a valid win32 application"

recently, whenever I try to download something, it always says "file path".exe is not a valid Win32 Application. I've tried using Interent Explorer and Google Chrome to download multiple files (Java and Safari, I tried to download both 32 and 64 bit version of Java). I really need Java to do many things but I can't download it! I have noticed that when I download something, it'll get about a quarter way done (the download "circle" on google chrome will be 1/4th complete) and then it just snaps to the end, as if it's already done.
Any and all help appreciated.
 


Hey, thanks. But my main problem now is my Java, which, after doing these steps, popped up an error message saying:
Error - Java Installer
Downloaded file C:\Users\Daniel\AppData\LocalLow\Sun\Java\jre1.7.0_65\jre1.7.0_65-c.msi is corrupt.
