When moving mouse around on desktop, it highlights automatically. How do I stop the mouse from highlighting?

My librarian has a computer in which the above is happening on one of the student computers.

Click Start>Settings>Control Panel>Folder Options>General Tab

Look near the bottom of the window and find "Click items as follows"
Tick "Double-click to open an item (single-click to select)"
