Question When My computer is inactive my hard drive makes an extremely loud noise.

So I've had this one hard drive for a while and every time I went inactive It made a really loud noise. Long story short I needed more storage so I bought a new hard drive that was bigger and replaced it but when I finally put it in the computer it also had the issue.

What sound is it making? I couldn't really hear anything over the birdlike chirping
