When opening applications Win 10 gets extremely slow, and when the application starts it goes back to normal

Hi, I am having an issue with Win 10 that was also an issue in Win 8.1.
Basically whenever I try to open games I want to play, my whole computer will slow down. My mouse will act drunk, and all of the windows explorer stuff will take a while to actually open, but as soon as the application actually opens the issue goes away.
I am also monitoring my computer usage during this time, and my computer never maxes out.

16 GB RAM

If this issue carried over from Windows 8.1, you may want to try performing a clean installation of Windows instead, which should resolve any driver- or software-related issues you may be having. I recommend a clean install over anything else because the source of the problem may now be difficult to determine, as you have already upgraded.
