Most likely related to Windows sound settings. It tries to detect when communications are occurring and reduce other sounds so that your can hear whoever is talking to you. To fix that, right-click the sound icon in the Windows System tray and select either "Playback Devices" or "Recording Devices." That will open the Windows sound settings. Click on the "Communications" tab. Select "Do Nothing."

The thing is i have been told this everywhere i look and this does nothing im not sure if it is the game [Countersrike Global Offensive]

I haven't played CS:GO in a long time, so I don't recall what audio/communications options there are. There might be something in there. If you have a custom audio driver installed (like the full Realtek audio software, or something) there may be a communication setting in there as well that's similar to the Windows setting.
