Question When playing games, they use the iGPU to render instead of dedicated GPU ?

As when gaming the CPU spikes to 100% but GPU usage stays at 40%

My CPU is i7-7600u with HD 620 graphics which it seems that it's not using the dedicated graphics card in my laptop.

It only seems so.

CPU utilization also includes CPU own compute and not just iGPU in it. So, it is difficult to tell how much of entire CPU utilization is iGPU and how much is CPU compute.

Means that you're CPU bound. Namely, dedicated GPU is far more powerful than what CPU is able to output, hence why CPU is 100% and GPU is 40%. This is common with games that are CPU bound. E.g strategy games (Cities:Skylines for example). If you were to play graphically intensive game, you'd max out your dedicated GPU, rather than CPU.
 
so what can I do now
Nothing.

Laptop isn't easily expandable as desktop PC is. So, what you have - you are stuck with it.
Only small thing you can do - play games on lower resolution and at lower graphical settings to gain a bit more FPS. Also, don't have any background programs running when playing games (e.g web browser, discord etc).

"Used to" is the key here. All hardware (CPU/GPU etc), will loose performance over time. In general, that performance drop isn't noticeable enough since it's gradual.

Software wise;
* format C:\ drive
* make a clean Win installation

This will get rid of all bloatware and malware (except rootkits) and is good in terms of PC's (laptop) functionality. It's like restart for hardware, starting out from clean Win install.
