When should i see the price drop in the 10 series gpus

Im looking at buying a bottom end 1070 or a top end 1060 depending on how much of a price drop the gtx 10 series gpu receives due to the new set of graphics cards coming out in the very near future, but i dont know how long to wait. I will be more than likley be buying the gpu from amazon but as of yet 28/08/18 no change in price. Additionally is there any reasons i shouldnt get a bottom end 1070 such as a Zotac ie very poor cooling etc or not?
Finally will my cpu i5 4690k bottle neck a 1070 in any way?

If you want cheap buy used. You can get a GTX 1060 6GB for about $170 on eBay (in US at auction from US sellers). They are about $270 new. Depending on when it was manufactured it may still be covered by the manufacturers warranty as well as the eBay guarantee and Paypal protection.

EVGA has a 3 year transferable warranty for example. As long as it isn't altered. Which you can check for and return under eBay/Paypal protection. Regardless of seller policy. Even without receipt. The warranty will just start by manufactured date. Just check for physical damage, cut warranty void stickers or missing warranty void stickers.

I can't see paying over 50% more just because it is new. Even if it had no warranty left. No warranty is worth a 50% premium. With electronics. If they last the first week the vast majority last five to ten years.

GTX 1070 is hanging around $260 used and the cheapest new is $360. Although most are still over $400 new.

Also if im upgrading from a 960 would it be as simple as a physical straight swap meaning i wouldnt need to change power cables and or other components

The 1060 and 1070 are on completely different levels of performance. If a 1060 would do the job for you, why would you consider the extra expense of a 1070? If you need the 1070's performance then a 1060 shouldn't be in consideration.

I don't like to buy the cheapest of anything, nor the top end. I go for the middle. Cheap videocards tend to have lesser cooling solutions, so they tend to be noisier. That's my main complaint against them. Sometimes you can find a mid level model on sale at the cheap model price.
