Thats not how it works at all.

Even tho this only works for the rx 400 series here I go.

The rx 460 has 896 stream processors whilst the rx 480 has 2304. So it already has over twice the processors running at the same or higher frequency making it the better card.

Kittyfish62, videocards are sold at different price points for a reason. Someone who has $100 to spend might want a card, someone else might have $200 to spend and want a better card. That's why the cards also have different model numbers, it's all a way of signifying which card is meant for which price point. AMD has stream processors which do the work, more processors=does more work. More processors are part of what you're paying for when you buy a better card.
 
There have been two versions of the 460 from the start, the 2gb and 4gb. It's interesting because both cards are the same except for the amount of memory. Nvidia went in a different direction, the 1050 has 2gb and the 1050 Ti has 4gb but the 1050 Ti is also faster. That's why I don't recommend spending extra on the 4gb 460. Sure you're getting extra ram but you're not getting the extra performance that you'd need to take advantage of it.

More seriously, a GPU (or a CPU) is far more than the clock rate. An RX 480 is *far* more powerful than an RX 460. Clock rate is only that interesting in parts that are similar in design. The 480 has far more texture mapping units and the like than the 460 and will absolutely crush it an identical clock rate.
