Question Whenever I play bo4 at 60fps and v-sync on the CPU is still at 100%, along with other games

GTX 1060
I5 8400 cooler: H100i PRO
20GB ram
500gb Sandisk SSD
b360m ds3h MOBO

Hi! I am wondering if my CPU cooler is causing this since its just one of my theory's. I don't think an i5 8400 is supposed to be water cooled but I have it in there so it can be more quiet. Can the i5 8400 be watercooled? I have been playing bo4 at 100% with a red box over my cpu, but the cpu is still at 50 degrees and quiet.

yes windows does see all the cores as I checked in task manager, it lists 6 cores

20gb RAM? You have mixed modules, probably running at slow speeds.

Does that mean I should take out the 4gb stick of ram ? Since I know that the 4gb stick is slower speed than both the 2400 16 gb's of ram.

Oh nevermind I just took out the 4gb stick of ram and found out it was a lower speed than the 2 8gb sticks. The game is working fine and is running at 80-85% now on high settings and 90fps cap. Thanks for telling me about this
