You were asking about DX 12 and here what I know so far:

Directx 12 improves performance by reducing CPU overhead much like AMD's Mantle does. It will also improve performance of SLI and Crossfire setups by merging the memory of the cards into one single pool. That means that when you SLI two 4 Gig cards you will have 8GB of VRAM instead of 4 with DX 11. DX12 is also rumored to allow you to have both Nvidia and AMD cards running at the same time. Of course you won't have access to Nvidia's PhysX if you do that because of their stupid decision to disable PhysX when an AMD card is detected in the system

If you know how to build a PC then you should definitely buy the components and build them yourself. You'll save more cash and you'll learn more about PCs that way. You'll also have infinite customization options

The FIRST thing you have to do is set a BUDGET for your build. You have to know how much you're willing to spend on your PC.

Wait for year end. Seeing as you have the cash for GTX titan X, get this:

AMD cards with their hardware on graphics cards should see more performance increases than Nvidia when using DirectX12.
Plus that card is using HBM memory which is better than GDDR5.

To answer your question simply, DirectX 12 is the new API which allows developers to harvest more performance from current and future cards. Read more on it here: http://blogs.nvidia.com/blog/2014/03/20/directx-12/

HBM is the next-gen memory tech for VRAM, making it faster. Read more here: http://wccftech.com/amd-20nm-r9-390x-feautres-20nm-hbm-9x-faster-than-gddr5/
