There you go. It goes quite a ways over your $800 budget, but it includes the FX-8350 and a 1TB drive all shipped from Newegg.

I recommend Windows 8.1. I only put Windows 7 in the previous builds because you said that's what you wanted. A new build should go with the newest OS IMO. Once you get over the learning curve it's actually a solid OS. I run Windows 8.1 and don't miss Windows 7.

Yes, upgrading the CPU in a pre-buit system is much more difficult or impossible. The BIOS they use for their motherboards is very locked/limited and is often not updated to support new CPUs. They don't have much reason to update the BIOS because they would much rather just sell you a new PC. Sometimes you can update the BIOS and upgrade the CPU, but you're at the mercy of the OEM. Motherboard manufacturers are much better at updating their board BIOS to support new CPUs. They want to be able to sell the same model of motherboard for as long as possible, so they have motivation to update the BIOS as new CPUs come out.

I'm not sure you understand how the Windows 8 to 8.1 upgrade works. You still have to buy either Windows 8 or 8.1. They are about the same price. If you buy Windows 8 then you have to perform a bunch of updates and then upgrade to Windows 8.1. If you buy 8.1 to begin with you don't have to go through the process of upgrading the OS. I don't see any reason to buy Windows 8 when you can just buy 8.1 for the same price.

oh ok then i will get windows 8.1 and be able to get classic shell and do you know if those specs you included will have a vga connection sinc emy monitor has a vga cable i am also going to see if my sisters friend can help me build the pc since he installed a new part on my pc years ago when i was a kid

I can tell by the pictures that the 450W PSU included in that build is junk. The little red switch on the back of the PSU is a dead give-away since that means it doesn't have active PFC.

You can do a Google search on how to disable the LED lights in the fans, but I don't know if it's worth it. I'm sure there is a wire that you can cut to disable the lights. You can also buy different fans that don't have LED lights.
