I would like to buy computer parts, laptop parts and supplies and partner with companies to recieve parts on consignment.

Buying parts is easy, ebay, amazon, if you are doing this as a business you can also deal with the larger Chinese central order places like Alibaba where you place orders directly with the vendors. Consignment stuff, place ads in your local area.

Shopgoodwill.com in S CA has a lot of good parts and even whole pc's, laptops, etc. There's another good one in N Carolina I believe, but I can't find the url in my files. Shipping's sometimes a deal breaker but really cheap parts you could make a profit off of.
