Question Where can I legally buy ROMs?

So Emulators are legal, but not downloading ROMs for games. Is there a way to legally download ROMs anywhere, I would even pay for them. Could I buy ones that are modern generation, like legend of Zelda breath of the wild or super Mario odyssey. Mostly Nintendo because their games are exclusive to their consoles. What about older games, like on the GameCube: super Mario 64? I’m just looking if theirs a way I can buy a few games without buying a whole console for them.

Wii u games (zelda) are optical discs while switch games (odyssey) are normal SD cards.
If you have emulators for the systems you can put in the original media and play them as well as the emulator allows.
If they stopped selling these titles in shops,they aren't that old,you can still buy them on ebay or second hand in general.

Older games that come on cartridges are a different story,you will have to buy them digitally but as delaro already clued you that's not gonna happen.
There are some exceptions like some game packs that include the roms,for example the sega megadrive and genesis classics includes the roms.
