Where to save Windows Installer in WinXP?

I am having trouble downloading the software for a phone datacable. Having
Googled the problem it seems as if I might need to download an upgraded
version of Windows Installer.

Where do I put it when prompted to save?

Almost anywhere you want. Many people save to Desktop or "My Downloads."
After installation you can delete the installer or move it to a safer place.

With xp SP2 thier is no upgrade or download for windows installer...
If you run xp SP1,then you can upgrade from 2.0 to 3.0,the download
is installer redistributable 3.0
