I am not too sure which brand I should go for. There are a ton of different companies, but I don't know which are the good brands and which aren't. I am looking to get a 2x4GB set of DDR3-1600.

There is no best brand really. I would advice getting the cheapest available, but also keeping in mind that you have to have a decent CL or cas latency. For example for 1600 DDR3 Cas 9 would be good, so get the cheapest cas 9 ram you can find.

Most chips come from the same very few manufacturers :)

Looking at what memory modules I see fail I'd say you can rest pretty easy and just look at any of the larger brands, like Samsung or Hynix or Kingston or Corsair.

Also, would you recommend getting a set of 2x4gb or getting 1x8gb because I might want to upgrade to 16gb in the future, but 2x4gb is faster than 1x8gb I've heard. What do you guys think I should do?

What mobo and CPU? 1600 is pretty much entry level. More and more games are taking advantage of higher data rates of DRAM 1866/2133 has been the price/performance sweet spot for awhile now, and 2400 jumping in with price drops, depending on your CPU

I am getting the ASRock H97 Anniversary and the Intel Core i5-4460, this motherboard can only go up to DDR3-1600 memory I believe.

Yes, the Asrock H97 only supports up to 1600 mhz ddr3. This doesn't mean you can't use higher rated ram, it just will not run at a higher speed than 1600 mhz. Since your motherboard has 4 slots of ram, you can buy 2 now and add 2 later if you wish. I would however just buy 16 gb now, it will guarantee matching sticks for dual channel, and prices are pretty low at the moment. When DDR3 stock gets depleted prices are likely to go up.
