Which card is better?

Im currently shopping for a new graphicsd card and it looks like one of these 2...

I notice in the specifications that the 960 has a higher base clock.... does this make it better? What confuses me is it's noticeably cheaper so why would it be cheaper? Anyway, thanks for your time!
 
I know that the 970 is a better card, but the numbers on that 960 are higher so therefore will it not have better performance? and the fact it's the 4 GB version as opposed to 2... wont that make it a bit closer to a 970 in performance?

Plus i won't be running SLI. Will that model of 960 max out most games with my processor and hit 60 fps? If yes to last question im sold on the 960 ^^

Forget the clock speeds and look at the actual results ... a 10 passenger van doing 65 mph and a 2 seater car traveling 70 mph... which one gets 100 people to the airport in the shortest amount of time.

2 GB vs 4 GB offers miniscule increase in fps.

As for speeds we can only guess as you have not stated what resolution you play at. At 1080p you will be OK with many games. On new games like Wicther 3 you will struggle:
