Which CPU cooler should I buy for my i5 4590?

Stock cooler gave me the worst cooling experience so far.. [Idle: 36C-43C, Load: 65C-76C]
So, I finally decided to buy a cheap but effective aftermarket cooler.
Which one should I buy?
Hyper 212x or Hyper 103?

*Budget is tight.

My specs:-

Processor:
Intel Core i5 4590

Motherboard:
H97M-E

RAM:
Team Vulcan 8GB 2400 [Running at 1600Mhz]

GPU:
ASUS GTX 970 TURBO [Slightly Overclocked]

PSU:
Thermaltake 730W SMART SE

HDD:
TOSHIBA DT01ACA100 1TB

Case:
Thermaltake Versa H35

76°C at load is fine (it would reach 100°C with the latest version of Prime95 Small FFTs), but if quiet operation is a criteria, then get the 212X.

Well, I need better cooling operation. I live in a very crowded place; quiet operation doesn't matter significantly. Though, I don't want any coil whine, of course! And those temperatures I stated was recorded when playing BF4 and GTA V.
In XTU it crosses 76C and stops at 78 in the benchmark. But, I am afraid to play CPU intensive games nowadays. It always reaches up to 76C

If it stays below 80°C, then you don't have a cooling issue. A 212X is fine for your requirements and it also is quiet.

Unfortunately the Cryorig H7 isn't as widely available as the CM 212X.

I live in Bangladesh.
Anyways, I bought the CM Hyper 103 today. I am really happy with the performance! [Idle: 34C-38C, Load: 48C-58C] - BF4, GTA V
In XTU it doesn't cross 65C! And I don't seem to hear any noise at all!

Sorry to say, but you didn't need the cooler. Intel Haswell CPUs run happily up to 100c, and Intel even provides a multi-year warranty on them up to this temperature. There will be zero difference in the life expectancy and performance of your CPU with the new cooler, and if you don't mind the extra noise, you've gotten nothing with your money.

You aren't worried, but a lot of people don't dare to run it at 100°C (as happens when a cooler fails); I don't do it for more than a few minutes to check the thermal solution. 80-85°C is more reasonable.

One more question: Is the CM Thermal compound Kit conductive? As it seems, after applying the paste it kinda spread sideways. Is it alright?

It's fine and it isn't conductive. You probably applied more than the size of a cooked grain of rice.
