from just looking at the specs on newegg from the links provided the AMD FX-8370E seems to be the best out of the two. 1 it clocks higher in turbo mode and 2 it has a lower voltage which will keep the CPU cooler
They're both the exact same chip and both can overclock to around the same level. Ignoring price the FX 8370E is better simply because it has higher clocks by default.
The "e " skus are low power variants that probably behave differently to save power .
Expect the e models to throttle back earlier and up slower . I cant confirm that but Im sure I would be designing the firmware that way
