Which CPU should i choose?

FX 6300 with a GTX 970 or i5 6400 and GTX 960 2GB (Also I choose GTX 970 because you can run them on 500W PSUs)

Your games wouldn't like it, for games it's better i3 with 970, since they use much more GPU than CPU.
That's a difficult comparison. It depends on what you will be doing. The GTX 970 is roughly twice as powerful as the 960. The i5 is roughly twice as powerful as a stock FX 6300. If you are going to be mostly gaming at 1080p or higher and want high quality visuals, the 970 is probably better. If you will be using lower resolution or want higher refresh rates, or if you don't game that much, the i5 is probably better.
If you want to upgrade later, you could get an i3 6100 for about the price of the FX 6300. They have very similar performance in games, but the i3 would give you more options to upgrade later and should be faster for things like internet browsing and basic document processing.

It depends I mainly want 1080p high settings the i5 6400 seems like a better option but will the FX 6300 bottleneck the 970?

DO NOT BUY A 5 YEAR OLD CPU!
Those CPUS don't perform even as good as a new i3 in games.
So best would be, get i3-6100 with GTX970 , and upgrade later to i5 or i7.
Getting the FX-6300 would be such a wrong choice, please don't.

Is the i3 6100 as good as the 4460? or 6400 in terms of raw performance? if so I might get the i3 6100 and upgrade to the 6600 a year later and give the i3 to my 12 year old brother.

Hmm alright I just might have to get the 6100, but I hope I can fit the 970 and windows 8.1 in my budget.

Well, FX6300 and i3-6100 are about the same price, so you should have no problem there.

There is a £15 difference also I am going with i5 6400 and GTX 960 4GB :D
