Which CPU should I get out of the AMD Ryzen series?

So I am currently coming from an older build, My current build is below.
CPU: i7 3770 (non K)
Motherboard: Asus Sabertooth P67
Ram: 16GB of G.Skill Rip Jaws DDR3-1600
GPU: EVGA Geforce GTX 1070Ti FTW2 (icx card not acx card)
PSU: EVGA supernova 850w (Don't wanna get into my closet and find the box for the exact name)

Now lets keep in mind that I originally had the CPU paired with a GTX 970 4gb GPU but a friend had upgraded to the 2080 when they came out and he gave me his 1070Ti, So I wasn't going to say no. At the time I was ignoring the fact that my CPU could possibly bottleneck my GPU as I am not using it to its full capacity. I currently play mainly destiny 2 and warframe. at a sketchy 60 FPS. I say sketchy because its hovers around 55FPS and I will go as low as 43FPS. on a mix of mid to high settings, never bothered for ultra settings. I plan on replacing the CPU which means I am coming from a 1155 socket meaning I need to replace my board as I think I am maxed out when it comes to the 1155 sockets (Besides the i7 3770K, but that wont make much of a difference and besides I need to upgrade anyway). SO new CPU, and motherboard...but wait, I am using DDR3 Ram. SO I am replacing my ram as well. I currently already have the ram picked out. My main issue is the CPU and Motherboard, BUT I am on a budget. Currently going with microcenters deals (If you buy a new CPU and mobo that fit together than you get $30 off) I found a ryzen 5 2600 with a mATX board from MSI. here are the links below.

CPU: Ryzen 5 2600

Motherboard: MSI B450M Pro-VDH

I really don't want to spend more than roughly $220 on a CPU and mother board combo, as I can't afford more than that. I am new to PC so I am still learning but I pretty much know the basics etc.
I want to game at at least 100FPS I don't care for 4K as that takes FPS away from me. I play at 1080P high settings and a mix of medium depending on what it is because I do like to play competitive and some settings can tend to throw me off. I understand I may be asking a bit much from AMD CPU's but I really don't have a choice as anything with "Intel" slapped on it is expensive. Plus it seems that AMD CPU's are good for multitasking and that's also what has caught my eye...I want to stream while playing games soon but I might just wait till Income tax and pick up a thread ripper and call it a day. As of now? I need a better CPU. I did see that they have a ryzen 7 1700x I believe for $10 extra...is it better than the Ryzen 2600 even though there's only a 2% difference according to UserBenchmark...

Please let me know if my Ryzen 5 2600 is a good choice with my EVGA Geforce GTX 1070Ti FTW2 for over at least 100FPS?

One last thing before people rip me apart on my motherboard choice. I chose an mATX not only because it fits my budget range but I only utilize one PCIE slot and that's my GPU.... I really have no use for a full ATX motherboard.

The R5 2600 is a decent CPU. I would take it over the 1700X.
Paired with the 1070 and 16 GB of RAM you will get good performance.

The thread Ripper is not a good gaming CPU in terms of bang for buck.

Now for the Caveats.

Your current i7 is a decent CPU so you are not going to get a miracle, I would expect 25% better but not much more.
Also you will find that the 2600 will max out your GPU.

None.
What makes you assume there's a bottleneck?
Cpus always work at full capacity. Any data supplied to that cpu will be processed at 3.9GHz, using as much bandwidth as it needs on as many threads as it requires. 100% usage isn't a measure of how hard the cpu is working on the data, but a measure of how hard the cpu needs to work to shove the data through. So if the cpu usage is 60%, the data is being processed at 100% ability, but only using 60% of the cpu capacity to do so. The cpu is not working at only 60% ability.

Going to assume you have a standard 1080p 60Hz monitor. Cpu sets the fps limits, gpu has to live up to that number. The 1070ti is more than capable of 60fps minimums at ultra settings in most games at 1080p. So where is the bottleneck? Buying a new platform with stronger cpu power will do nothing. You are still limited to 60Hz, 60fps. Anything above that is moot, doesn't matter if minimums are 80fps or 200fps, you see 60.

I play cs:go on a 3770k/gtx970 and get 300fps at ultra settings. On a 60Hz 1080p monitor. I see 60fps constant. Wouldn't matter if I only got 100fps, I'd still see the exact same 60fps.

Same applies for a 144Hz monitor. As far as Destiny 2 goes, that game is brutal on any cpu, it's not exactly well optimized, even the best cpus are averaging @70-110 min/max on a 1080ti at high settings at 1080p. If you want to game at 100fps, a budget pc is not going to be enough.
