What is a tight budget ? That means different things to different people.

In modern standards, you're looking at something like an i5-8600 or better on an Intel front.... 6 cores vs 4+HT.

On a super tight budget, perhaps looking to the used market for CPUs like an i7-2600K or 2700K, 3770K etc and compatible boards might be the way to go.
