"bottleneck" is a meaningless, misunderstood term.

So it would not benefit anyone to create such a chart.

When CPU benchmarks are performed with games they run low resolutions and settings to put as much burden on the CPU as possible. That is not how an owner of an RTX4090 would use them.

The limit for maximum frames per second is actually between the CPU and game engine code, graphics don't factor into it that much. Graphics performance basically sets how good the game in question will look at potential frame rate.

Just maxing out the graphics settings and running a high resolution will put most of the burden on the GPU and the CPU becomes mostly irrelevant.
