Which gpu for the build

That's fine, if you somehow come up with some extra money by the end of the month 770 would be the best out of these choices.
Out of my budget :l, I could save up for it if no 280x cards are in stock by the end of January though. But will the gtx 760 or 270x be good for running games at 1080p on high settings for the next couple of years?
 
OP, ignore Tzn. He's just going around commenting about GPU without knowing anything.
If you can't wait for 280x, I would grab the 760 instead of the 270x. It's about 10%~15% higher in performance.
You can also look for a affordable gtx 770. Which is on equal par with 280x or actually a bit better.
 
But the reason I was leaning towards the 280x was because of the 1gb more of vram, is the vram that important? because I might just go for the asus 770 instead. But If I was to buy a gtx 760 would it be good enough to run games on high?

You won't have to really worry about the vram in your GPU unless you are planning to play on dual/multi monitor.
The vram difference maybe only give few fps differences (very small). Yes, the 760 will be good enough to run games on high setting with reasonable fps. Obviously not as well as the 280x or 770 but still good.
