For gaming, there is not a single "best". It depends on the game, resolution, budget, etc.
Buying "too much" graphics card isn't necessarily a bad thing. AMD CPUs can be upgraded, new monitors can be installed. All of those things add extra load to the graphics card. Your FPS might be limited by CPU today, but changing your monitor and your GPU is the limit.
Buy as much as you can afford.
