After looking through reviews and getting help from the kind experts in this forum, here are the current specs for the new computer that I will be getting for now:

CPU: Intel i5 4590
Mobo: ASRock H97 Pro4
Memory: G.Skill Ripjaws 8GB(2x4GB) DDR3 1866MHz
HDD: Western Digital Caviar Blue 1TB
Optical Drive: Reusing from an older desktop

I won't be doing any overclocking for my desktop, and will be using it with a 1600x900 Acer v203H monitor. I wanna be able to play my games (BF4, Dota2, etc) on the maxed possible settings at around 60 FPS. Any recommendations on the GPU that I should be getting if I wanna squeeze it into a ~$800 Budget?

What's your PSU ?

You could get a GTX 970 which is a great card.

See review here:http://www.tomshardware.com/reviews/nvidia-geforce-gtx-980-970-maxwell,3941.html

Note a cheaper card could easily do what you wanted at that resolution but the card I linked above i believe its possible to get those parts you wanted + that for 800

I think I gonna decide on a GPU first before considering which PSU to get as I'm afraid that it might bottleneck my system.
The GTX 970 costs like at least $500 (USD400) over here. 🙁

No, I should apologise instead for not stating that clearly.

I'm from Singapore and here are how the parts are roughly priced.
CPU: Intel i5 4590 *The bundle for both the CPU+Mobo is about SGD390 (USD 300)
Mobo: ASRock H97 Pro4
Memory: G.Skill Ripjaws 8GB(2x4GB) *DDR3 1866MHz SGD110 (USD84.77)
HDD: Western Digital Caviar Blue 1TB *SGD67.5 (USD52.02)

Below are some of the more popular stores over here.. but there are many other places where prices of certain parts are a little lower.
Tradepac
PCThemes

MSI R9 270X 2GB GAMING $308
ASROCK B85M-HDS+i3 4130 $231
KINGSTON HYPERX 1600MHz (4GBX2) $115
Power Supplies don't have a price but let's say $80 to be safe.
WD Caviar Blue 1TB $67.5(from wherever you listed above not tradepac)
Those all from tradepac, pctheme list wouldn't display properly

Total: $801.5
Are those the only PC parts you need?

If you're wondering why I didn't get the ripjaws 1866mhz RAM it was because the ripjaws RAM is possibly above the maximum voltage of intel haswell motherboards.

I think to get a good balance between GPU and CPU you should probably reduce your spend on CPU down so you can get a better GPU.

p.s singapore isn't on partpicker.
