I just built a new computer with a Ryzen 5 7600x, planning to upgrade that in a couple of years to a 7800x3d or 8800x3d, but right now, I need a GPU, I need help deciding between the rx 7900 xtx and the 4080

The cheapest 4080 that I can find right now is 1280$

And the cheapest 7900 xtx is 999$ now my other question is, should I get the 7900 xtx reference or should I get an AIB? I don't really like the temps on the memory but I don't know how the temps for the memory are in aib models, I'm also concerned about the noise.

I wasn't expecting to spend this much on graphics cards, but I do think that the 7900 xtx is worth 200$ more than the 6950 xt for example.

I play on a 1440p 165hz monitor, and everytime I get under 130 fps I notice it and immediately hate, I also want to play all the games on high, not ultra, but high, and maybe try some raytracing just for story games where I can play at 60-90 fps.

For either of those GPUs, at least 1000W PSU is needed, due to the GPU transient power spikes.

What are GPU transient power spikes? A video to watch:

850W unit is enough for RTX 3080/3080 Ti/3070. And perhaps for upcoming RTX 4070 Ti.

So, considering that you want to go with a GPU which is 320-355W and also upgrade CPU down the line to a more power hungry one, might as well go with 1.2kW (1200W) unit instead. If RTX 4090 is somewhere in the picture, then go with 1.6kW (1600W) PSU instead.

The choice regarding PSUs isn't actually that wide, if you're looking the best money can buy and above 1200W. Seasonic is #1. Super Flower is also very good, namely Leadex series. And 3rd one i'd consider would be Flextronics. Flextronics is the OEM who made Corsair AX1600i.
