I currently have an FX-8350 and it's being severely bottlenecked by an AMD Radeon HD 6970 with 2GB GDDR5 VRAM. I'm looking to get a new GPU, and I'm trying to decide between a GTX 1650 Super(NOT the non-super), a Pre owned GTX 1060 6GB (NOT 3GB), or a GTX 1660 (NOT the Ti or the Super). I'm unable to get a new CPU, board, or ram for a while, because that's what I would need if I wanted to upgrade to a ryzen. Is the 1650 Super worth it over the 1060 because it is slightly more powerful yet it sacrifices 6GB vram for 4GB vram? Should I value the higher vram of the 1060 6gb over the 1650 Super? Or if I get a GTX 1660 will it actually show more performance over the other two cards being held back by the FX-8350?

Depends on the game. Wouldn't pair a GTX 1070 or 1080 with an FX-8350, unless you're upgrading to Intel soon. For example, a GTX 1080 costs ~600 dollars and higher. For that, an upgrade to an Intel CPU, motherboard and GTX 1060/RX 480 graphics card is better value for money.

first get a very good aftermarket cpu cooler like at least cryorig H5 universal or better
do not overclocked the cpu ...a lot of freezing issues with it

any gpu from gtx 1060 and up will run all games , but only a high demanding cpu games will be bottlenecked
