what gpu would be best to run modern games for around 140-160 us?

750ti is a pretty weak GPU compared to r9 270 and 280.

hmm okay i guess ill wait and see hoq much i can save up just in case, which card would you suggest for under 200? or would it be better to still stick with the r9 270 or 280?

Under 200, 280 is pretty much the best card you get. Although you may get a R9 285--> http://pcpartpicker.com/part/powercolor-video-card-axr92852gbd5tdhe
R9 285 is just slightly faster than R9 280 but it supports AMD 's all latest technology and rather than being just some re-branded GPU it has actual new design.
I think you should wait a week or so. AMD should announce their R9 300 series at CES 2015 it will start on Jan 5Th. You'll may get a better gpu for your money.
