Solution
If you plan on keeping the GPU and upgrading other components (CPU, RAM and so on) later, go for the 960, it will do just fine at 1080p.

But if you plan on just playing a bit for the moment and get like a whole new system next year or something like that go for the 950.

Keep in mind that whatever you choose, the i3 will still be a problem ecpecially in new games and CPU demanding games, because it's a dual core. To run new games smooth you'll need atleast a quad core, preferably an i5 of the newer generations. (4/6)
But a third gen i5 will still do totally fine in games paires with something like a 960.
I am in a similar situation to you. I am running dual 970s on an AMD Phenom II (roughly as old as yours) and sometimes windows kills the nvidia driver because it will sit at 100% cpu load. I would definitely budget for an entirely new PC if you can. Since skylake is out, you will be seeing lots of sales on the slightly older stuff over the next few weeks/months.

lol a Phenom II will even bottleneck a single 970. Should have considered that before spending that much on GPUs. 😀

I got a good deal on a 4K TV and wanted to be able to use it, so I replaced the pair of GTX470s that I was using. I decided to wait for Skylake's release to upgrade the rest, which I am doing next paycheck. I will use the resulting old stuff to make a computer for my little brother, so he can stop being a dirty console peasant.

Get the 960 in that case. A lot of games, GTA V included, WILL use it. I tend to go with EVGA because I have had good experiences with their warranty support.

By a bit, but not too much(now with your i3). Get it first so you'll have less things to worry when you upgrade your cpu.

Do that, then overclock, the i3 540 overclocks like a champ, you can usually hit 4.0Ghz no problem, which is a big boost in performance.

everyone here has crap in they're heads... I have a I3-550 (exactly the same cpu with a -1 multiplier which btw you can easily overclock to 3.8ghz on stock cooling with no V touching) and a gtx 480 and the game runs perfect...

I WIN!

I'm no expert in this field but I want to say that my R9 270x runs GTA V perfectly fine(1080p and most stuff turned up to full) but I don't know if your boy can support it. Sorry if this doesn't help but wanted to thow it in

It's just the problem with the bottlenecking from his CPU.
