Which Graphics Card to Pick

I'm building my first PC and I've ordered most things except for the graphics card. I've narrowed it down to two and don't know which to pick and if the $20 price difference will make a difference. I've posted links below to the two graphics card and the entire build. I would also like to know if the specs of the computer will be able to run VR because I'm somewhat interested in that as well. Thanks.

dontlistentome already said it, but your setup is not really good. Also I'd never buy a used gpu. The thing is, you don't know how the previous owner used that card. He could literally put a huge OC on that card and drained the life out of it. Unless it's a really trusted reseller I'd consider it.
Your questions and setup kinda indicates, you're running on a budget. FYI the occulus rift and htc vive cost around 700€. So just before you even think about VR you should put that 700€ into your build because it's really not good.
Now GPU wise go get the msi 1060. It should have less problems with temperatures and also looks better imo. Note that the 1060 is the minimum requirement for VR so even if you get it, don't expect great...
If you are trying to debate the best thing to do is first look for significant performance differences between the two cards. GPU Boss is good for this.

Just from looking at the two,the MSI is going to be better if you have a larger case as it is a bit lager and has two fans compared to the EVGA's 1 fan. This will keep the card cooler, on the other hand the EVGA would be best if you have a small case.
 
Just some random questions about your build. Is there some reason why you'd spend $300 on an unlocked CPU and over $200 on the videocard and buy a $35 cooler then go cheap on the motherboard? One stick of ram? No SSD?

I order from Amazon, but I wouldn't buy used there. It just seems sketchy to me. However, if you have gift cards or something there, I can see why you'd want to. I took a look at their used graphics cards, not too good in pricing in my opinion.

Also remove that hdd. Like srsly it bottlenecks your build so hard. Also has that cpu cooler enough cooling power for an i7? Why do you have an unlocked cpu when your mainboard doesn't support overclocking?

Well I'm on a budget and I plan to upgrade/buy some stuff later on like the other memory stick and SSD. I already asked on a different thread what CPU cooler i should use and they recommended that one so I figured it was fine.. Any recommendations for a cooler then? As far as a motherboard, not entirely sure what to do for that either, thought the one I choose was fine, saw more expensive ones out there but didn't see why to buy them just yet. Any good motherboards for around 250$ or less? I'd rather stay below 200$ but I don't wanna mess up my GPU either.
 
The problem here is, you're getting yourself an unlocked cpu (unlocked means overclockable) but don't have a mainboard that supports overclock. I don't know where you live, but the following mainboard models are all significantly below 200€

MSI Z270 Gaming Pro Carbon Intel Z270
The mainboards are all below 200€ and there are even cheaper z270 mainboards by Asus, if you really want to push the price down. I wouldn't recommend it because your system loses stability. Get the one that fits your needs. Main criteria on mainboards are, compatible socket for your cpu, chipset, amount of PCIe slots and usb connections.
I'm using the gigabyte z170 gaming k3 and it's easy to work with.

If the others here recommended that cpu cooler then go with it.
