I recommend getting the GTX 750ti, or the GTX 950.
If he is willing to overclock, the G3258 is great for that and will serve him nicely, but either card will bottleneck at stock speeds to some degree, the 750ti not so much, so it is more a necessity.

Nah, they don't have good pricing compared to Nvidia, and that generation of AMD cards was very poorly optimized in titles, hopefully Polaris is a fresh start!

Graphic card crash course:
1.sort out you budget and stick to it.
2.Indentify your target resolution and FPS(1080p,60fps).
3.make a list of all the graphics card under your budget (mostly consider from latest generation and only 1 year older ones)
4. check the in game benchmarks of all the graphics card in the list and also extensively test the cards in the games which are going to play regularly( like if you play esports title: Dota2,LOL,CS:Go every day).
5.choose the one which gives better performance per dollar.(for future proofing go with AMD one's)
