Performance wise they will be similar, in fact the 4690 has a bit of an edge because you can overclock it.

The Skylake has faster memory, you would likely never notice it.

Personally I would prefer skylake because it is a newer platform and you can upgrade the processor to whatever comes out new next year. But really they are nearly the same.

neither is better than the other. if you can get a decent cooler then you could probably overclock the 4690k to beat the 6500. neither combo will truly beat the other though. they're both 2 legit 2 quit.

Depends on whether you're going to Overclock or not... When yes, go with the first. No, go with the second.

At stock speed I would expect the 6500 < 4690k @ stock < 6600

You can then OC the 4690k further but the 6500 will give better upgrade options in the future
