Generally no but might depend on what you mean better. The 1070Ti with 3900x could get higher fps at lower game settings/resolution due to faster single core performance of the cpu but in other scenarios the 2070 with 2700 is going to win.

If you want 240hz, you should not concider a 2700.

Go for the 1070ti and 3900x

If really trying to squeeze out every fps for a 240Hz monitor this is where Intel wins. A 9700k or 9900k would be better.
