Which is the better upgrade R9 290 or Fx 8320

I mostly use my comp to play Rome2: total war and Planetside 2 both of which I know I'm getting bottleneck by my cpu.

My specs:
FX 8150 (overclocked at 4.2)
GTX 760 4gb MSI

It might also just be the game's coding. Some games dont have great coding, and Planetside 2 is kind of one of them. GTAIV is a classic example of a poorly ported or coded game, it even struggles on the highest end systems.
Your CPU is fine. The 8350 is only a tiny incremental update over the 8150. In fact, your whole rig should be good for both games on 1080p high. If something is causing serious lagging or low framerates, it's some other part of your computer or a software issue (I would think). But if you really want to get better hardware, buy the R9 290. You don't need a new CPU for at least a few more years.
 
On planetside 2 it tells me that my CPU is bottle necking my system at 40fps on medium graphics. On Rome 2: Total War, I would like to max out the setting but it becomes unable, currently that too is on medium. I know that both games are better on Intel processors, but all I'm looking for is a 10 fps increase on each and would be unwilling to ditch my mobo. Also I run both of these games on normal 3.5inch Hard drives at 7200, would upgrading to an SDD be a better bet than upgrading either the CPU or GPU?
