which is the cheapest graphic card that can run a 4K TV smoothly

I am building my first PC
i will be using a 4K TV for display

You'll need a single GTX 980 Ti or R9 Fury X at least; two ideally.

It depends what you want to do. If you want to game, then yes a 980 or ATI equivalent will be necasary. But if you wont be gaming, just watching videos/general stuff then a weaker card would be suffiecient. What will you be using it for?

A TV is not suitable for photo editing, even if it does have a very high resolution. TVs often have poor colour accuracy (gamut) meaning the image you see on the screen won't have matching colours with the image you print. Blues can look purple, reds can look orange, etc.
