i want to upgrade my rig i'm using gtx 770 which is not enough for running latest titles at ultra 1080p so i want buy two gtx 970 my question is which one is the fastest 970?

Is it budget that's holding you back from getting a 980ti?

I would recommend a single 980ti over an SLI setup because of the microstutter that's introduced when the first card enters a wait state for sometimes almost three or four milliseconds while it waits for the second card's frame to get to it over the SLI bridge. And if they get out of sync with each other by more than forty or fifty clock cycles then you might get artifacts on screen.

I speak from experience with Crossfire, I'm simply assuming that these problems are also there with SLI. Anyone who has experience that says otherwise is free to correct me on this.
 
i have a 144hz 1080p monitor i don't want 4k and i also hairwork in games like witcher 3 and 4x supersampeling in shadow of mordor i don't think single 980ti would be better than 2 970
 
If you're looking at just FPS then no, a single 980Ti isn't as "good" as dual 970s in some games (it's 6 FPS lower in Shadows of Mordor, but same in Witcher 3). However, looking at the cost, power consumption, and issues you get with Sli, if you're upgrading from a 770 and willing to shell out the cash for dual 970s, there's no reason at all do to that. Just get a 980Ti and live with your 6 less FPS in Shadows. The only reason to dual 970 is if you have a 970 already and want to upgrade for $330 more.

If you get a 980Ti now, that will future proof you. Dual 970s is going to be a stop gap. A single 980Ti now will allow you to run dual 980s in the future.

Edit. MSI is the best all around in both, Asus has the fastest OC if you want to go that route, but you pay for it in power and heat. I'd go MSI. Clock speed isn't everything, look at everything (speed, power, temp, OC ability) all together.
 
If it were me Id opt for the 980Ti, the difference to sli 970's is negligible in games which are well optimised for Sli and the 980Ti will dominate in games that dont support sli as well or not at all. It also will have none of the other downsides associated with sli
